Transport Key Performance Indicators surveys were conducted or funded mainly by DfT, Heriot-Watt University, Faber Maunsell and published by these institutions and other authors. COST355 was a four year European expert network, publishing numerous papers on freight and energy. All documents and most of the data are available online.

McKinnon, A.C. and Pieckyk, M. (2009) Measurement of CO2 Emissions from Road Freight Transport. A Review of UK Experience
Abstract
Using UK data, this report examines the various methods of carbon auditing road freight transport at the national level and compares the results both for a single year (2006) and over the period 1993-2006. It highlights a series of statistical anomalies and approximations and tries to explain discrepancies that have arisen in the UK data sets.
